Establishes the Spouses of Military Veterans Tuition Scholarship Fund to be administered by the Arizona Board of Regents with a $10,000,000 appropriation for fiscal year 2022-2023.

Provides tuition scholarships covering tuition and mandatory fees to spouses of honorably discharged veterans who enroll at Arizona universities or community colleges, with scholarship amounts reduced by other federal aid and public grants received.

Requires applicants to be in-state residents, maintain satisfactory academic progress, complete the Free Application for Federal Student Aid annually, and provide proof of spouse's honorable discharge verified by the Arizona Department of Veterans' Services.

Limits scholarships to no more than four academic years (eight semesters) and restricts use to certificates, associate degrees, or baccalaureate degrees at institutions under the Board of Regents' jurisdiction.

Awards scholarships on a first-come, first-served basis with no obligation to fund all eligible applicants if monies are insufficient.
