Increases the minimum age for tobacco and vapor product purchases from 18 to 21 years of age throughout Arizona Revised Statutes sections 13-3622, 36-798.01, and 36-798.02.

Removes the definition of "minor" as a person under 18 years of age from A.R.S. 36-798 and renumbers subsequent definitions accordingly.

Applies the age 21 requirement to the sale and furnishing of beedies or bidis by retail tobacco vendors under A.R.S. 36-798.01.

Updates vending machine signage requirements under A.R.S. 36-798.02 to reflect the new age 21 minimum and maintain penalties of up to $300 for violations.
