AZ HB2754

Renames the "active early voting list" to the "permanent early voting list" throughout Arizona election statutes (sections 16-245, 16-411, 16-461, 16-510, 16-542, and 16-544).

Removes provisions that automatically removed voters from the early voting list if they failed to vote an early ballot in all elections for two consecutive election cycles.

Eliminates the requirement for county recorders to send notices to voters who did not vote early ballots for two consecutive cycles and removes the process for those voters to confirm their desire to remain on the list.

Clarifies that a voter's failure to actually vote an early ballot once received does not constitute grounds for removal from the permanent early voting list.

Makes conforming grammatical and terminology changes throughout the affected election code sections, including changing "no" to "not" in various provisions.
