Arizona Corporation Commission shall open a docket to study a potential community choice aggregation pilot program within investor-owned electric utility service areas, including an option for participants to opt back into their previous utility's service.

Corporation Commission must solicit testimony and documentation from local governments, businesses, environmental and consumer advocates, electric utilities, power producers, renewable energy developers, energy consultants, and the public.

Corporation Commission must determine optimal locations and best practices for a pilot program, identify legal and practical barriers, ensure affordability and reliability, establish consumer protections, and assess potential for accelerating clean energy transition.

Corporation Commission shall submit findings and recommendations report to the governor, legislature president, and house speaker by November 1, 2023.

$1,000,000 is appropriated from the state general fund for fiscal year 2022-2023 to the Corporation Commission to conduct the study; the study requirement repeals December 31, 2023.
