Amends Arizona Revised Statutes section 43-1603 regarding school tuition organization (STO) scholarship requirements and donor recommendations.

Allows donors to recommend student beneficiaries for scholarships, but prohibits awarding scholarships solely based on donor recommendations; scholarships must consider donor recommendations among other factors.

Requires STOs to consider financial need of applicants when evaluating and awarding scholarships.

Updates notice requirements to clarify that organizations cannot award, restrict, or reserve scholarships solely on the basis of donor recommendations.
