Authorizes county boards of supervisors to establish voting centers where any voter in the county can receive the appropriate ballot and cast it on election day after presenting identification, in place of or in addition to traditional polling places.

Allows county recorders or officers in charge of elections to establish early voting drop-off centers and emergency voting centers with board authorization, and permits operational changes to early voting locations with public notification.

Creates a new section 16-414 establishing procedures for appointing voting center election boards with inspectors, marshals, judges, and clerks, and allows minors age 16 and older who are U.S. citizens to serve as election board clerks under supervision with parental consent.

Permits county recorders or officers in charge of elections to operate on-site early voting locations during the three-day period immediately preceding election day if precinct registers and election materials can be revised in time, and allows voter registration updates at early voting locations.

Modifies provisions regarding replacement ballots by allowing multiple replacement ballot locations instead of a single central location, and makes technical changes to provisional ballot procedures and voter notification methods.
