Adds definition of "foreign national" to campaign finance law, covering foreign governments, foreign political parties, non-U.S. citizens without permanent residency, and foreign-organized entities.

Prohibits foreign nationals from contributing to political action committees formed to support or oppose ballot measures or that make ballot measure expenditures.

Requires political action committees supporting or opposing ballot measures to not solicit or accept contributions from foreign nationals.

Amends campaign finance reporting requirements and recordkeeping procedures related to contributions and expenditures.

Makes technical corrections to statute numbering and formatting in Arizona's campaign finance statutes.
