Establishes a phased implementation timeline: persons under 20 years old must comply within one year of the effective date, those under 30 within two years, and all other persons within three years.

Exempts non-residents temporarily using public waters for 60 days or less, persons operating under supervised training, renters with valid agreements, and children under 12 accompanied by a supervising adult who is at least 18 years old.

Creates penalties including petty offense for failure to present proof of compliance when stopped by a peace officer, and Class 3 misdemeanor for forging or falsifying certificates or allowing unauthorized use of certificates.

Requires motorized watercraft rental companies to verify renter compliance with boating safety requirements, list authorized operators on rental agreements, and provide renters with safety summaries and operation instructions before the watercraft departs.
