Establishes a new regulatory framework for cottage food products prepared in home kitchens by registered individuals, allowing sale to the maximum extent permitted by federal law.

Requires cottage food product preparers to complete food handler training, maintain active certification, and register with an online department registry renewed every three years.

Mandates cottage food products include labels with preparer name and registration number, ingredient list, production date, and a statement that products are homemade and not subject to public health inspection.

Allows non-dairy, non-meat, non-poultry cottage foods to be sold through agents or third-party vendors, while dairy and meat/poultry products must be sold and delivered in person by the preparer.

Exempts the Department of Health Services from standard rulemaking requirements under title 41, chapter 6 for eighteen months to develop implementing rules for the cottage food program.
