Establishes a 25-member sex offender management board with representatives from courts, corrections, law enforcement, mental health, victim advocacy, prosecution, and local government to develop policies for evaluating and managing adult and juvenile sex offenders.

Board must develop and revise evaluation procedures, treatment guidelines, and intervention methods for both adult and juvenile sex offenders based on evidence-based correctional models such as risk-need-responsivity.

Board shall research effectiveness of sex offender policies, develop data collection plans by January 31, 2024, and require evaluators and treatment providers to collect data by July 1, 2025.

Board must establish criteria to assist courts and the board of executive clemency in determining whether sex offenders may be released from incarceration, have supervision reduced, or be discharged from probation.

Board members serve four-year terms at the pleasure of appointing authorities, are immune from personal liability for good-faith actions, and may be reimbursed for expenses; this section repeals on June 30, 2026.
