Expands the attorney general's enforcement authority in elections to include U.S. congressional, U.S. Senate, and presidential elector elections, in addition to existing state office and statewide initiative/referendum elections.

Grants the attorney general specific investigative powers including issuing written investigative demands, administering oaths, examining persons and records, requiring sworn statements, and issuing subpoenas.

Allows the attorney general to issue subpoenas to persons outside Arizona by initiating a pre-suit enforcement proceeding in superior court and requesting the court issue the subpoena as part of that proceeding.

Establishes requirements for written investigative demands, including service by process or certified mail, clear description of documents requested, reasonable timeframes, and specification of location and custodian for testimony and document production.

Defines "person" for enforcement purposes to include government entities and officers.
