Requires 24-hour video surveillance for ballot drop boxes in smaller counties where election staff cannot be physically present, with recordings retained for four years.

Prohibits county recorders from allowing voters to receive and vote ballots from vehicles or conveyances, except as required by federal disability law or other applicable federal requirements.

Restricts distribution of early ballot request forms and active early voting list request forms to candidates, political parties, county recorders, and election officials, with civil penalties and felony charges for violations of submission deadlines.
