Amends the calculation of average daily membership for high school part-time students by replacing a fixed scale (0.25, 0.5, 0.75) with a formula dividing instructional hours by 720 hours, rounded down to the nearest hundredth.

Removes the requirement that high school subjects must meet a minimum of 123 hours per year, instead requiring only that subjects count toward graduation as defined by the state board of education.

Modifies the daily attendance definition for high school students to require enrollment in at least four or more subjects counting toward graduation that meet 720 hours for a 180-day school year, with attendance of more than three-quarters of instructional time scheduled for the day.

Clarifies that concurrent coursework at community colleges or universities of three or more semester hours does not need to meet the 123-hour minimum to be considered a subject for full-time student status.

Specifies that school districts and charter schools must report student absence data to the department of education at least once every 60 days in session.
