Designates the Arizona trail as a state scenic trail to memorialize former United States congressman Bob Stump for his contributions to trails and people of Arizona.

Requires the Arizona state parks board to plan, establish, develop, maintain and preserve the trail, prepare management and interpretive marker plans, and accept gifts and grants for the trail fund.

Permits the trail to be used for all nonmotorized recreational uses including hiking, biking, horseback riding, cross country skiing, snowshoeing and camping.

Prohibits state, county, city or town agencies from refusing to permit trail construction on property they own or manage if the trail does not conflict with existing or proposed uses.

Expands the Arizona trail fund's authorized purposes from solely maintaining and preserving the trail to also include constructing, maintaining and improving water sources, signs, gates and public access.
