• Requires landlords to disclose at or before tenancy commencement the exact rent amount, due date, and all additional fees or costs (including trash valet, smart device fees, and online payment service fees), with these disclosures also required in advertisements and web-based promotional materials.

• Prohibits landlords from charging fees for online rent payments made through the landlord's website or system and allows tenants to pay rent and move-in costs using any legal tender including cash, checks, debit/credit cards, and online payment systems.

• Allows tenants to opt out of nonessential services such as trash valet and smart home device fees, and requires additional fees or costs to be assessed only on the same date the rental payment is due.

• Prevents landlords from charging late fees if rent is paid in full within five days after the due date, and clarifies that accepting a housing assistance payment does not constitute acceptance of partial rent payment or waiver of the right to terminate for nonpayment.

• Requires landlords to disclose whether they or their vendors collect or sell tenant personal data through facilities or services on the rental premises.
