Requires wireless providers to obtain written authorization from at least 80% of single-family homeowners within a one-half-mile radius before collocating small wireless facilities in residential areas.

Adds the homeowner authorization requirement as a condition of approval in both utility pole collocation (Section 9-592) and small wireless facility collocation (Section 9-593) processes.

Modifies application approval standards to include compliance with the new homeowner authorization requirement as a basis for denial if not met.

Applies the 80% homeowner authorization requirement to any application for placing small wireless facilities in residential zones, in addition to existing code and design standard requirements.
