HB 2796 Summary

• Beginning January 1, 2023, applicants for initial licensure, license renewal, license reinstatement, or any type of limited license in regulated health professions must possess a valid fingerprint clearance card issued pursuant to title 41, chapter 12, article 3.1.

• Eliminates previous provisions requiring health profession applicants to submit fingerprints directly to individual licensing boards for state and federal criminal records checks.

• Applies the fingerprint clearance card requirement to multiple health professions including chiropractors, physicians, nurses, dentists, opticians, audiologists, speech-language pathologists, massage therapists, midwives, hearing aid dispensers, respiratory care practitioners, radiologic technologists, and various other regulated health professions.

• Amends sections 32-619.51 and 41-1758 to add numerous health profession licensing statutes to the list of positions requiring fingerprint clearance cards and expands the definition of "agency" to include additional health licensing boards.

• Repeals existing fingerprint check provisions in individual health profession licensing statutes and replaces them with uniform requirements to obtain a valid fingerprint clearance card from the Department of Public Safety.
