Changes the filing deadline for write-in candidates from the 40th day before an election to the 76th day before an election at 5:00 p.m.

Maintains exceptions allowing write-in candidates under section 16-343, subsection D to file until 5:00 p.m. on the fifth day before the election, and candidates for elections that may be canceled to file until the 106th day before the election.

Requires write-in candidates to meet qualifications including being a qualified elector, residing in the district for 120 days before the election, and filing a signed nomination paper with residence address and personal information.

Prohibits filing officers from accepting nomination papers from write-in candidates liable for $1,000 or more in unpaid fines, penalties, or judgments related to campaign finance violations.

Continues restrictions preventing candidates who lost in a primary election or failed to gather sufficient petition signatures from filing as write-in candidates in the same election cycle.
