Establishes a rainwater harvesting grant program in the Department of Water Resources to help individuals install passive or active systems to collect and retain rainwater on-site.

Creates two grant levels: Level 1 grants reimburse up to 50% or maximum $500 for simple passive systems (surface features, mulch, equipment rental, permits); Level 2 grants provide up to $2,000 for active systems based on storage tank capacity ($0.25 per gallon for 50-799 gallon tanks, $1 per gallon for 800+ gallon tanks).

Establishes eligibility requirements including project plan approval before disbursement, compliance with zoning and permitting rules, and lists ineligible costs (landscaping materials, owner-provided labor, pressurizing pumps, used tanks without approval).

Authorizes the Department of Water Resources to inspect and audit funded projects to ensure compliance.

Appropriates $1,000,000 from the general fund in fiscal year 2022-2023 to fund and administer the program, with exemption from lapsing appropriation requirements.
