Appropriates $3,000,000 from the state general fund in fiscal year 2022-2023 to the Arizona Department of Education for distribution to school districts with low teacher experience indices.

Requires 50% of funds to be distributed to school districts in counties with populations under 500,000 and 50% to districts in counties with populations of 500,000 or more.

Mandates that recipient school districts use funds to hire professional development and support personnel for both new teachers and teachers transitioning to different grade levels or subject areas.

Requires school districts to submit reports by September 1, 2023 containing teacher average salaries by experience level, teacher retention rates by experience level, and quantitative assessment data.

Directs the Department of Education to compile district reports into a final report and submit to the Governor, President of the Senate, Speaker of the House, and Secretary of State by January 1, 2024.
