Requires mobile homes manufactured before June 15, 1976 to pass a safety inspection conducted by the Arizona Department of Housing before title can be transferred to another person.

Mandates that the Department of Housing issue a certificate of compliance after a mobile home passes inspection, which must be presented to a notary public at the time of title transfer.

Establishes an inspection fee to be determined by the board of manufactured housing, with all collected fees deposited into a new mobile home rehabilitation and replacement fund.

Allocates monies from the fund to owners of pre-1976 mobile homes that fail the required inspection, with the Department of Housing authorized to limit the amount allocated to individual owners.

Authorizes the board of manufactured housing to adopt rules necessary to implement and enforce the inspection requirements and fund administration under Arizona Revised Statutes section 28-2060.
