Establishes a new Department of Marijuana Regulation to administer marijuana regulation in Arizona, replacing the Department of Health Services' marijuana oversight, effective January 1, 2023.

Changes all references to the "department of health services" to "department of marijuana regulation" throughout chapters 28.1 and 28.2 of the Arizona Revised Statutes regarding medical and recreational marijuana.

Transfers all existing marijuana-related authority, licenses, permits, contracts, personnel, equipment, and appropriated funds from the Department of Health Services to the new Department of Marijuana Regulation.

Requires the Governor to appoint a Director of the Department of Marijuana Regulation with Senate confirmation, serving at the Governor's pleasure with compensation set by statute.

Schedules the Department of Marijuana Regulation to terminate on July 1, 2030, with statutory provisions repealed on January 1, 2031.
