Adds definition of "hydraulic fracturing" to Arizona water quality law as the process of pumping fluid into or under the ground surface to create fractures or cavities in rock to produce or recover oil or gases.

Prohibits any person from engaging in hydraulic fracturing in Arizona.

Prohibits collection, storage, or treatment of water in Arizona if that water is used in, generated by, or results from hydraulic fracturing.

Makes technical amendments to definitions in Arizona Revised Statutes sections 49-201, 49-203, 49-245.01, 49-245.02, and 49-701 to align language with the hydraulic fracturing prohibition.
