Appropriates $3,000,000 from the state general fund in each of fiscal years 2022-2023, 2023-2024, and 2024-2025 to the governor's office on tribal relations for distribution to San Carlos Apache college.

Funds designated for remedial education of students who graduated from Arizona public high schools and are enrolled in classes at San Carlos Apache college campuses in the state.

Requires the governor's office on tribal relations to enter into an agreement with San Carlos Apache college before distributing funds, specifying that the college will track and analyze course completion rates for remedial education students.

Mandates San Carlos Apache college submit a report analyzing course completion rates within 90 days after the conclusion of each academic year to the governor, president of the senate, speaker of the house, and secretary of state.
