Requires retailers selling groceries, food, or beverages for offsite consumption to collect a fee from customers for each single-use disposable cup, straw, bag, food container, and recyclable food container sold.

Directs the director to establish the fee amount by rule, with fees collected and transmitted by retailers in the same manner as transaction privilege taxes.

Allocates 50% of collected fees to the city, town, or county where collected, with a portion used to refund customers who return recyclable food containers for recycling.

Allocates 40% of fees from single-use disposable cups, straws, and food containers to fund household waste recycling programs operating at a financial loss and for pollution remediation, including uranium production remediation.

Transfers the remaining portion of all collected fees to the state general fund.
