• Permits the Arizona navigable stream adjudication commission to use Arizona water banking fund monies to pay legal fees in fiscal year 2022-2023.

• Caps appropriation from the state general fund to the water quality assurance revolving fund at $15,000,000 for fiscal year 2022-2023.

• Freezes vehicle emissions testing fees for Area A at fiscal year 2021-2022 levels and allows the Arizona department of agriculture to continue, increase or lower existing fees with anticipated revenue not exceeding $218,000 to the general fund, $113,000 to the pesticide trust fund, and $26,000 to the dangerous plants trust fund in fiscal year 2022-2023.
