Department of Economic Security shall screen and test adult TANF cash benefits recipients during fiscal year 2022-2023 when the department has reasonable cause to believe they engage in illegal use of controlled substances.

Recipients who test positive for unprescribed controlled substances become ineligible to receive TANF cash benefits for one year.

Testing applies only to recipients who are otherwise eligible for temporary assistance for needy families cash benefits.

Positive test results limited to controlled substances not prescribed by a licensed health care provider.
