Increases the English Language Learner (ELL) support level weight in the base support level formula from 0.115 to 0.23, with $42,000,000 appropriated to fund this increase in fiscal year 2023-2024.

Establishes a new Free or Reduced-Price Lunch (FRPL) support level weight of 0.037 for students meeting economic eligibility requirements under the National School Lunch Act, with $100,000,000 appropriated to fund this weight in fiscal year 2023-2024.

Appropriates $11,700,000 for increased per pupil charter school additional assistance amounts and $46,300,000 for increased per pupil district additional assistance amounts in fiscal year 2023-2024.

Appropriates $200,000,000 for a onetime deposit into the classroom site fund established under Arizona law.

Makes the bill conditional on the enactment of a companion House Bill relating to Arizona empowerment scholarship accounts, with an effective date of June 30, 2023.
