Amends section 41-792.01 to clarify rental rate procedures for state agencies occupying state-owned and state-leased buildings, requiring the department of administration to report proposed rental fee exemptions to the joint legislative budget committee staff before authorization.

Establishes section 41-794 requiring state agencies to submit quarterly reports on capital projects and expenditures to the joint legislative budget committee staff and governor's office of strategic planning and budgeting, with an exception for highway construction projects by the department of transportation.

Repeals section 41-1382, Arizona Revised Statutes.

Sets fiscal year 2022-2023 rental rates for the capital outlay stabilization fund at $17.87 per square foot for office space and $6.43 per square foot for storage space.

Directs proceeds from the sale of state buildings at 519 Beale Street in Kingman and 1919 West Jefferson Street in Phoenix to be deposited in the capitol mall consolidation fund.
