HB 2869 Summary

• Repeals and re-establishes section 41-121.02 of the Arizona Revised Statutes regarding the Department of State structure and composition.

• Increases the procurement exemption threshold for the Arizona State Library, Archives and Public Records from an unspecified amount to $150,000 or less for purchases and contracts exempt from chapter 23 procurement requirements.

• Requires the Department of Revenue to use competitive sealed proposal procurement process for the Integrated Tax System Modernization Project funded by $15,819,800 in the fiscal year 2022-2023 general appropriations act.

• Prohibits the Department of Revenue from imposing mandatory minimum offeror qualifications related to years of IT system development experience, years developing IT systems in Arizona, or number of integrated tax systems implemented.

• Requires the Department of Revenue to review proposals from offerors that have developed, marketed and deployed integrated tax systems of similar size and complexity to Arizona's tax system under titles 42 and 43.
