Urges the Federal Emergency Management Agency (FEMA) administrator to include flooding costs resulting from wildfires when calculating the cumulative fire cost threshold for federal disaster relief eligibility.

Notes that large-scale wildfires alter terrain and ground conditions, creating conditions for flash flooding and mudflows that can remain a significant risk for up to five years after the fire.

Identifies that flooding costs directly related to wildfires are currently not counted toward the cumulative fire cost threshold, leaving many rural communities ineligible for federal assistance when combined fire and flood costs do not meet the required threshold.

Directs Arizona's Secretary of State to transmit copies of the memorial to the FEMA Administrator.
