Supports negotiation of a United States-Taiwan bilateral trade agreement and Taiwan's meaningful participation in international organizations including ICAO, INTERPOL, WHO, and the UN Framework Convention on Climate Change.

Acknowledges Arizona-Taiwan sister-state relations established July 28, 1980 and encourages continued bilateral cooperation in economy, trade, technology, education, and culture.

Supports a discretionary official visit to Taiwan by the Governor of Arizona.

Notes Taiwan's status as Arizona's eighth largest export market ($551.3 million in 2020) and Taiwan Semiconductor Manufacturing Company's $12 billion Phoenix facility expected to create 1,900 jobs by 2024.

References prior federal laws supporting Taiwan's international participation, including the Taiwan Travel Act (2018) and legislation supporting Taiwan's observer status in ICAO and observer status advocacy in INTERPOL.
