Recognizes that Arizona's outdoor industry employs 201,000 people, generates $4.8 billion in wages and salaries, results in $23.2 billion in consumer spending, and generates $1.4 billion in local and state tax revenues.

Affirms that time spent in nature provides physical, mental, developmental and behavioral health benefits and improves learning outcomes.

Establishes 10 specific outdoor opportunities residents should have, including hunting, fishing, hiking, stargazing, exploring public lands, experiencing indigenous cultural resources, and stewardship of natural places.

Emphasizes equity of access to outdoor opportunities while respecting private property rights and connecting outdoor recreation to economic development, particularly in rural communities.
