HCR 2020 Summary

• Repeals sections 15-751, 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language learner program requirements.

• Requires all public schools to ensure English language learners receive high-quality education, master the English language, and access research-based language programs.

• Mandates the state board of education adopt research-based structured English immersion models with minimum daily English language development requirements: 120 minutes per day for kindergarten through grade 5, and 100 minutes per day for grades 6-12.

• Allows school districts and charter schools to establish dual-language immersion programs for both native and non-native English speakers.

• Submits the measure to voters at the next general election for approval as a ballot proposition.
