Proposes amendment to Arizona Constitution adding Article IX, Section 26 to establish minimum law enforcement spending requirements for counties, cities, and towns.

Economic Estimates Commission must determine and publish by April 1 each year the minimum law enforcement expenditure amount for each jurisdiction based on fiscal year 2019-2020 spending adjusted for population changes and cost of living increases.

Prohibits governing bodies of counties, cities, and towns from authorizing total law enforcement expenditures below the calculated minimum amount, with exceptions allowed only as provided by law.

Legislature shall establish by law a uniform reporting system and penalties/sanctions for non-compliance with the minimum expenditure requirements.

Proposition to be submitted to Arizona voters at the next general election for constitutional approval.
