AZ HCR2031

Proposes amending Arizona Constitution Article XVIII by adding Section 11 to establish that employee benefits regulation (including wages, compensation, leave, breaks) is a statewide concern not subject to further regulation by cities, towns, or counties.

Allows cities, towns, and counties to adopt local minimum wages only if the wage meets or exceeds the statewide minimum wage and does not diminish employers' ability to pay tipped employees a lower wage when allowed by state law.

Requires any local minimum wage adopted to be enforced solely by the state agency designated by the legislature for wage enforcement, prohibiting local enforcement by cities, towns, or counties.

Preserves the authority of cities, towns, and counties to set wages and benefits for their own employees and to enter into personal services contracts.

Directs the Secretary of State to submit the proposition to voters at the next general election.
