Proposes constitutional amendment allowing legislature to call special sessions to proclaim and address public health emergencies or statewide emergencies with petition signed by majority of both house and senate members.

Requires governor to call special session within 14 days if governor proclaims state of emergency and issues an executive order that restrains actions of persons or entities in the state.

Grants legislature authority to issue legislative orders with same power as executive orders, and to terminate, modify, or continue executive orders by majority vote (60% vote required if governor objects).

Allows members to participate remotely via electronic means during special sessions if security and communication standards are met, and provides travel reimbursement and subsistence only for days legislature meets plus one day before and after.

Prohibits legislature from adjourning special session until the public health or statewide emergency that triggered the session is terminated.
