AZ HCR2035

Proposes amendment to Article VII, Section 2 of Arizona Constitution to establish voting as a fundamental right requiring any restrictive laws to be narrowly tailored to further a compelling governmental interest.

Changes voting eligibility language from "No person shall be" to "Every person is" entitled to vote, making it affirmative rather than prohibitive.

Adds new subsection B establishing that the right to vote receives robust protection beyond the Fourteenth Amendment's equal protection clause.

Simplifies existing restrictions by removing language about presidential elector qualifications and clarifying that persons adjudicated incapacitated and those convicted of treason (without restoration of civil rights) are disqualified from voting.

Requires the Secretary of State to submit the proposition to Arizona voters at the next general election.
