Proposes amendment to Arizona Constitution Article IX, Section 21 to repeal expenditure limitation requirements for school districts while maintaining them for community college districts.

Removes subsections (2) and (3) establishing aggregate expenditure limitations for all school districts and the process for legislative override of those limitations by concurrent resolution.

Removes subsection (4)(d) that excluded certain school district revenues from expenditure calculations, including proceeds from property sales, capital levies, and state transaction privilege tax revenues authorized before January 1, 2001.

Removes subsection (7) requiring the legislature to establish individual expenditure limitations for each school district by law, and eliminates the requirement that excess expenditures be approved by voters.

Applies to fiscal years beginning after June 30, 2023, and requires submission to voters at the next general election.
