Proposes a constitutional amendment requiring disclosure of original sources for all major campaign contributions ($5,000 or more) used to fund campaign media expenditures in Arizona elections.

Establishes disclosure thresholds of $20,000 for statewide campaigns and $10,000 for other campaigns, with initial disclosures required within five days of reaching the threshold and supplemental disclosures for additional $10,000 increments.

Mandates identification of intermediaries through which contributions passed and requires major contributors to disclose original funding sources upon request, with enhanced due diligence procedures established by the Citizens Clean Elections Commission.

Grants the Citizens Clean Elections Commission independent authority to enforce requirements through rules, investigations, civil subpoenas, and civil penalties of not less than the undisclosed amount and not more than three times that amount; also allows Arizona voters and voter organizations to file complaints and pursue legal action for violations.

Exempts contributions under $5,000 in aggregate from public disclosure, allows sources to opt out of having funds used for campaign expenditures, protects sources subject to serious physical harm, and becomes effective for elections after January 1, 2024, if approved by voters.
