Cites 669 catalytic converter thefts in Arizona in 2021, a 370 percent increase from 2020, and 25,969 thefts nationwide from January through May 2021, an 80 percent increase from 2020.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, the Speaker of the United States House of Representatives, and all Arizona members of Congress.
