Urges United States Congress to forgive the outstanding federal debt owed by the Central Arizona Water Conservation District (CAWCD) for construction costs of the Central Arizona Project (CAP).

CAP is a 336-mile system delivering Colorado River water to central and southern Arizona, serving 80% of the state's population and representing Arizona's largest renewable water supply.

CAWCD owes approximately $938 million to the federal government by end of 2022, paying roughly $55 million annually under a 50-year master repayment agreement that began in 1971.

The Navajo Generating Station, built to power CAP pumps and the only coal-fired plant with federal government ownership, ceased operations in December 2019, eliminating between $11-24 million in annual surplus revenues previously used to pay down the debt.

Requests the Arizona Secretary of State transmit copies of this memorial to the President of the United States Senate, Speaker of the House, and all Arizona members of Congress.
