Recognizes his contributions to the disability community through his involvement with the Arizona Statewide Independent Living Council, Ability360, and the Arizona Spinal Cord Injury Association

Acknowledges his 25+ years of service at Phoenix College as Director of Disability Resources/Services & Veterans Services, helping students with disabilities and veterans access support services

Notes that Heppard became a quadriplegic following a 1993 skiing accident in Colorado and subsequently dedicated his life to advocating for a more inclusive and accessible community

Extends the House of Representatives' condolences to his surviving family members, including his soulmate Rhonda Haver, son Mark, and siblings
