Repeals and replaces Arizona Revised Statutes Section 16-138 regarding voter registration procedures for federal-only voters.

Directs the Secretary of State to grant access to the statewide voter registration database to a legislature-designated entity and the Attorney General's election integrity unit to analyze compliance with federal law regarding federal-only voter registration list maintenance.

Requires the designated entity to be qualified in more than one state and to report findings to legislative leaders, the Attorney General, and Secretary of State; triggers removal of ineligible voters by county recorders if non-compliance is found.

Mandates annual reports from each county recorder to the legislature containing procedures for federal-only voters, the number of such voters, citizenship verification status changes, obstacles to obtaining citizenship documentation, and removal of ineligible voters.

Directs the Attorney General and county attorneys to investigate and prosecute persons who are ineligible to vote but knowingly register to vote.
