Amends Arizona's Parents' Bill of Rights to clarify parental right to access and review all medical records of minor children.

Establishes exceptions to parental access rights when a court has prohibited parental contact with the minor child or when a law enforcement official requests information not be released during an investigation of a crime against the child.

Removes the previous language limiting parental access rights based on other state law prohibitions, replacing it with specific court order and law enforcement investigation exceptions.

Applies to parents defined as natural parents, adoptive parents, or legal guardians of minor children, unless those rights have been legally waived or terminated.
