Requires pharmacists to dispense all prescription orders for off-label use of drugs during a proclaimed public health state of emergency.

Provides pharmacists immunity from criminal prosecution and board discipline if they refuse in good faith to dispense based on: (1) legal contraindications, (2) documented clinical reasons unrelated to off-label status, or (3) practical impossibility (drug unavailability, lack of equipment/inventory, or not routinely stocked).

Defines "off-label use" by reference to Arizona Revised Statutes section 32-1997.

Requires pharmacists to exercise professional judgment in the best interest of patient health when practicing pharmacy.
