Adds new reporting requirements for persons withdrawing groundwater from nonexempt wells in locations outside active management areas and irrigation non-expansion areas, requiring annual reports on well location, quantity withdrawn, fuel/electricity consumed, and water uses.

Allows persons withdrawing 10 or fewer acre-feet annually from nonexempt wells for non-irrigation purposes to estimate rather than measure groundwater withdrawals.

Corrects references to "non-exempt" to read "nonexempt" throughout the groundwater code for consistency.

Clarifies that southside protection zone reporting requirements in the Pinal active management area reference specific subsections of the groundwater code regarding certification, penalties, and record-keeping forms.
