Establishes a moratorium on new well construction and permits in the Upper San Pedro groundwater basin and Verde Valley groundwater subbasin, effective upon the bill's enactment.

Exempts replacement wells as prescribed in rules adopted by the director from the moratorium.

Exempts wells that the director determines will not pump the subflow of a river system or source from the moratorium.

Exempts wells constructed after the conclusion of the general adjudication of water rights in the Gila River from the moratorium.
