Establishes a bureau of elections in the office of the governor to investigate allegations of fraud in state, county, and local elections, including initiatives, referendums, recalls, and ballot measures.

Allows any qualified elector to submit fraud complaints to the bureau and authorizes the bureau to examine witnesses under oath, issue subpoenas, impound records and digital materials, and conduct hearings.

Grants the bureau of elections enforcement authority alongside attorneys general and county/city/town attorneys for election-related civil and criminal actions.

Requires the bureau to publicly report findings and refer cases with substantial likelihood of fraud to appropriate prosecutorial agencies.

Appropriates $5,000,000 from the state general fund for fiscal year 2022-2023 to establish the bureau and fund personnel and activities, with an exemption from appropriation lapse provisions.
