Repeals and replaces Arizona Revised Statutes Section 16-504 regarding ballot paper security measures.

Requires any vendor providing fraud countermeasures in ballot paper to be certified under ISO 27001, ISO 17025, or ISO 9001:2015 standards.

Mandates ballot fraud countermeasures include at least three of ten specified security features, including watermarked security paper, holographic foil, custom security backgrounds, variable digital infill, and specialized inks.

Allows use of unique bar codes or QR codes accessible only to voters that track ballots through processing.
